Habakkuk's warning in Pisidian Antioch
After proclaiming forgiveness and justification through Jesus, Paul quotes Habakkuk's warning about a work of God that scoffers would refuse to believe.
Acts 13:38–41
Therefore let it be known to you, brothers, that through Jesus the forgiveness of sins is proclaimed to you. Through Him everyone who believes is justified from everything you could not be justified from by the law of Moses. Watch out, then, that what was spoken by the prophets does not happen to you: ‘Look, you scoffers, wonder and perish! For I am doing a work in your days that you would never believe, even if someone told you.’”
Habakkuk 1:5 warns Judah to look at the nations and be astounded at God's work; Acts 13:40-41 quotes the warning as Paul urges his hearers not to reject the message he has proclaimed.

Paul quotes Habakkuk's words that the righteous will live by faith.
Galatians 3:11
Now it is clear that no one is justified before God by the law, because, “The righteous will live by faith.”
Habakkuk 2:4 contrasts the proud person with the righteous person who lives by faith. Galatians 3:11 repeats these words while Paul says that no one is justified before God by the law.

As Paul introduces the gospel's revelation of God's righteousness, he quotes Habakkuk's words that the righteous will live by faith.
Romans 1:16–17
I am not ashamed of the gospel, because it is the power of God for salvation to everyone who believes, first to the Jew, then to the Greek. For the gospel reveals the righteousness of God that comes by faith from start to finish, just as it is written: “The righteous will live by faith.”
Habakkuk 2:4 contrasts the proud person with the righteous person who lives by faith; Romans 1:16-17 says that the gospel reveals God's righteousness and introduces the same words with "just as it is written."
