Paul addresses the Jewish leaders in Rome

Paul gathered Rome's Jewish leaders and explained why he was bound. On an appointed day he testified from morning to evening about God's kingdom and tried to persuade them about Jesus from the Law and the Prophets; some believed and others did not (Acts 28:17-29).

17After three days, he called together the leaders of the Jews. When they had gathered, he said to them, “Brothers, although I have done nothing against our people or the customs of our fathers, I was taken prisoner in Jerusalem and handed over to the Romans. 18They examined me and wanted to release me, because there was no basis for a death sentence against me. 19But when the Jews objected, I was compelled to appeal to Caesar, even though I have no charge to bring against my nation.

Isaiah's hearing warning in Rome

As some of Rome's Jewish leaders refuse to believe, Paul says that the Holy Spirit spoke through Isaiah and quotes the warning about hearing without understanding and seeing without perceiving.

Isaiah 6:9–10

And He replied: “Go and tell this people, ‘Be ever hearing, but never understanding; be ever seeing, but never perceiving.’ Make the hearts of this people calloused; deafen their ears and close their eyes. Otherwise they might see with their eyes, hear with their ears, understand with their hearts, and turn and be healed.”

Isaiah 6:9-10 commissions Isaiah to speak to a people who hear without understanding and see without perceiving; Acts 28:25-27 names Isaiah and quotes that warning before Paul announces that God's salvation has been sent to the Gentiles.
