Paul wrote to the believers in Rome about humanity's sin and God's righteousness through faith. He urged them to offer themselves to God and live together in love (Romans 1:1-17; 3:9-5:11; 12:1-15:13). Paul was preparing to take a contribution from Macedonia and Achaia to Jerusalem. Phoebe's connection to Cenchrea and Paul's greetings from Gaius and others point to Corinth as the writing place during his stay in Greece (Romans 15:14-16:27; 1 Corinthians 1:14-16; Acts 20:1-3).
Written from Corinth during Paul's stay in Greece, after the collection from Macedonia and Achaia and before his journey to Jerusalem; Scripture gives no calendar year for the letter

The command against coveting
Paul quotes the command, "Do not covet." He uses it to show how the law made him aware of sin.
Exodus 20:17
You shall not covet your neighbor’s house. You shall not covet your neighbor’s wife, or his manservant or maidservant, or his ox or donkey, or anything that belongs to your neighbor.”
Deuteronomy 5:21
You shall not covet your neighbor’s wife. You shall not covet your neighbor’s house or field, or his manservant or maidservant, or his ox or donkey, or anything that belongs to your neighbor.”
Exodus 20:17 and Deuteronomy 5:21 both forbid coveting. Romans 7:7 repeats the command. Paul says the law taught him what coveting was.

Love your neighbor as yourself fulfills the law
Paul quotes four commands from the Ten Commandments. He says they are summed up in the command, "Love your neighbor as yourself."
Exodus 20:13–17

Do not seek revenge or bear a grudge against any of your people, but love your neighbor as yourself. I am the LORD.
Exodus 20:13-17 and Deuteronomy 5:17-21 contain the commands against adultery, murder, theft, and coveting. Leviticus 19:18 commands love for one's neighbor. Romans 13:8-10 quotes these commands and says that love does no wrong to a neighbor.

The word is near you
Paul uses Moses' words about the command being near, in the mouth and in the heart, while speaking of the word of faith.
Deuteronomy 30:12–14
It is not in heaven, that you should need to ask, ‘Who will ascend into heaven to get it for us and proclaim it, that we may obey it?’ And it is not beyond the sea, that you should need to ask, ‘Who will cross the sea to get it for us and proclaim it, that we may obey it?’ But the word is very near you; it is in your mouth and in your heart, so that you may obey it.
Deuteronomy 30:12-14 says that the command is not in heaven or beyond the sea. It is near, in the mouth and heart. Romans 10:6-8 takes up this wording and says that the word is the word of faith being proclaimed.

Vengeance belongs to God; feed your enemy
Paul joins Moses' words that vengeance belongs to God with Proverbs' instruction to feed an enemy.
Deuteronomy 32:35

Proverbs 25:21–22
If your enemy is hungry, give him food to eat, and if he is thirsty, give him water to drink. For in so doing, you will heap burning coals on his head, and the LORD will reward you.
Deuteronomy 32:35 says that vengeance and repayment belong to God. Proverbs 25:21-22 says to give food and water to an enemy in need. Romans 12:17-21 places these quotations together while instructing believers to overcome evil with good.

Deuteronomy 32:21 says that Israel provoked God with what was not God, so He would make them jealous by those who were not a people. Romans 10:19 names Moses and quotes the warning.

Elijah's appeal and God's reply
Paul recalls Elijah's appeal against Israel and God's reply that seven thousand had not bowed to Baal.
1 Kings 19:10
“I have been very zealous for the LORD, the God of Hosts,” he replied, “but the Israelites have forsaken Your covenant, torn down Your altars, and killed Your prophets with the sword. I am the only one left, and they are seeking my life as well.”
1 Kings 19:14

Abraham believes God's promise
Paul uses God's promise of numerous offspring and Abraham's faith being credited as righteousness to explain that righteousness is credited through faith rather than earned by works.

And the LORD took him outside and said, “Now look to the heavens and count the stars, if you are able.” Then He told him, “So shall your offspring be.”
Genesis 15:6
Abram believed the LORD, and it was credited to him as righteousness.
Romans 4:3 asks what Scripture says and quotes Genesis 15:6; Romans 4:18 quotes the promise in Genesis 15:5; and Romans 4:22-24 returns to the credited-righteousness wording and applies it to those who believe in the God who raised Jesus.

Then the LORD said, “I will surely return to you at this time next year, and your wife Sarah will have a son!” Now Sarah was behind him, listening at the entrance to the tent. And Abraham and Sarah were already old and well along in years; Sarah had passed the age of childbearing. So she laughed to herself, saying, “After I am worn out and my master is old, will I now have this pleasure?” And the LORD asked Abraham, “Why did Sarah laugh and say, ‘Can I really bear a child when I am old?’ Is anything too difficult for the LORD? At the appointed time I will return to you—in about a year—and Sarah will have a son.”
