Hail and fire strike Egypt; the seventh plague

The LORD sent devastating hail with fire flashing through it. Egyptians who feared the warning sheltered their servants and livestock, while Goshen was spared; Pharaoh confessed his sin but hardened his heart after the storm ceased (Exodus 9:13-35).

13Then the LORD said to Moses, “Get up early in the morning, stand before Pharaoh, and tell him that this is what the LORD, the God of the Hebrews, says: ‘Let My people go, so that they may worship Me. 14Otherwise, I will send all My plagues against you and your officials and your people, so you may know that there is no one like Me in all the earth. 15For by this time I could have stretched out My hand and struck you and your people with a plague to wipe you off the earth.

God's purpose declared to Pharaoh

Paul quotes God's words about displaying His power and proclaiming His name through Pharaoh.

Romans 9:17–18

For the Scripture says to Pharaoh: “I raised you up for this very purpose, that I might display My power in you, and that My name might be proclaimed in all the earth.” Therefore God has mercy on whom He wants to have mercy, and He hardens whom He wants to harden.

Exodus 9:16 states why God raised Pharaoh up. Romans 9:17 introduces the same words with, "For the Scripture says to Pharaoh."
